How do you scope something that doesn't exist yet?

By building a small piece of it early. We would rather put something imperfect in front of your team in the first weeks and be told what is wrong with it than spend the same time writing a specification that agrees with itself.

What if we don't know exactly what we want?

That is the normal starting condition. What we need from you is not a specification — it is access to the people who do the work and the authority to change how it is done once we all see what is possible.
